Request Change Order Reminders

We're implementing iProcurement and testing the Request Change Order Approvals.  We've set the timeout to 10 minutes for testing purposes and we've set the workflow attribute 'The maximum times the reminder notification will be sent' to 2.  Why is it that the reminders run every hour instead of every 10 minutes and after the Final Reminder we get Reminder 0:, then Reminder 1...etc?  Have I missed a setting?
