FDM User Security by Category

We are operating on FDM 9.3.1 and I'd like to identify the best way to prevent users from being able to load to Budget and Forecast by individual. Is this possible? Basically, I want all associates with the exception of the Admin to only be able to load to Actual. I've thought of creating a Security Group in HFM but this does not solve the issue within FDM. Does anyone have a suggestion?
