Encounter error message APP-PER-50022

I want to add new employees in Purchasing Module.  I logged in as Purchasing Manager responsibility.  After running Setup:  Personnel --> Employees,  an error message appears.  APP-PER-50022 Oracle Human Resources could not retrieve a value for the User Type profile option.  Can you please help me identify what is wrong with my setup.
