difference between 8.1.1.5 media pack an 8.1.1.5 fix pack

Hi,
We need to install a new server.
on the oracle's "Software Delivery Cloud" one can download the 8.1.1.5 "media Pack"

Customer installed 8.1.1.0 media pack, then 8.1.1.5 Fix Pack, but the installer complained  that the required base version is not there (I expected this since the installer probably wanted to 8.1.1.4)
but customer then tried to install the  8.1.1.5 media pack and it was successful.

Can I assume that 8.1.1.5 Media Pack has all the Quick Fixes that were merged into 8.1.1.1, .2, .3 and .4?

I do understand that they would still have to go trough the maintenance release guide to install the Quick Fixes that need require an update of the data in the siebel  Database (seed data, repository change for QF/ACRs)
