Calculate cost based on how long an operation took.

I am trying to figure out how to get an actual cost based on operation running time.  I am trying to calculate from the time the operation sequence is moved from Queue to Run and the from Run to To Move. I've tried changing the charge type of the resource from manual to Wip move but this only charges the amount in the standard cost.
