Patch 8558713 : 11.5.10.2: Patch has no effect when applied - 3-5883204403

When applying the patch (Update: 8558713) the problem is not being solved.
I have also noticed that the form PAXPREPR.fmb is not being updated.
Current version of the file is: PAXPREPR.fmb 115.654
Patch has this file version:    PAXPREPR.fmb 115.600.105.20
Patch readme shows that forecopy usage is requested in case PAXPREPR.fmb version is superior to patch one.
That is my case, therefore, I understood that this forecopy would be to ignore file version and copy/replace, but this isn't what happened.
  README says:

7. Pre-patch application steps
Please check the version of PAXPREPR.fmb, if it is higher than  115.600.105.19 then please use forcecopy option to apply the patch
