latch cache buffer handles issie

We are having latch cache buffer handles issue in Siebel database ( 11.1.0.6) . OS version is Solaris 10 , sparc machine.

When ever we start fusion instance , this latch is happeing in database and it is affecting all other Siebel users connections. Is there any known bug in this database version ( 11.1.0.6)  ?
