ECC - Planned orders created for Dependent Demand when onhand is available

We are running Capacity Constrined Plan with Detail scheduling. we are experiencing issue where even though we have on-hand inventory at the plant, we are getting planned orders pegged to Dependent Demand.
The current onhand is sufficient to fulfill both independent and dependent demand for next 2 months.
An unconstrined plan does not show suggest this planned order.

Does anyone know how we could fix this issue?
