Listener on Windows 7 64-bit

I am trying to start the Listener on my Windows 7 64-bit desktop.  The error I am receiving is below.
I was able to install the 11.2.0.3.0 EE software and create a database.

I can see the Listener Service in the Services Control Panel.

Every time I try to start the Listener I got this error.

Any Ideas?
