Transfer Order in OM and sending it to Transportation Planning

There are 2 inventory orgs set up in the same OU. Is there a way to create a sales order from org A to org B without having to create internal sales orders between these 2 orgs. Also if an ISO has to be created, can we send it to OTM for planning a shipment between these two orgs ?
