Outside operations - PO generation

This is the scenario

The routing step operation sequence for the outside operation is  = 12, so we have 11 other steps where we can have scrap so the quantity at operation is reduced, thru these steps if the PO is generated manually thru P3161 the PO quantity is equal to the "quantity at operation" for operation sequence = 1.

Does anyone knows if there is a way to have the quantity at operation from the operation sequence for the routing step?

OSETO is th outside operation step, so the PO quantity should be 22 not 24.4681
