New install of Project Billing and Receivables in R12.1.3 seems to require setting Order Management

The issue is, we are not using Order Management and it appears Oracle has just responded on my SR and stated it is not possible to set this value, Order Management Parameter "Item Validation Organization", unless you license Order Management.  In 11i you could apply a patch and set the value as a shared install.  Did Oracle decide to do away with the shared install concept with regard to Order Management and  Receivables?

I have clients who upgraded from 11.5.10 and do not have Order Management and do not seem to have any issue with this.

What have others done who are not using Order Management but are using Receivables in R12.1.3?  It seems unreasonable for Oracle to do what the SR response says.
