Process manufacturing application not coming in LOV

Hi,
One of our customer(12.1.3) is facing issue of Process manufacturing related products not showing up in LOV.
The navigation tried is Application Diagnostics>Diagnose>Search application Give application name as %Process%.

I have checked in two of our internal environment vismfg02(12.0.6), and vismfg03(12.1.3) where i could see opm related details.

Is there any patch or setup that are missing in customer environment that creates problem like this?
Please share your experience if anybody come across similar problem.
