Core Concurrent Processing - EBS (MOSC)

Concurrent process -Runing - Normal, yet row level locks seem to be preventing completion

I have a concurrent process that has been running through the night.  Usually takes 15 minutes.   All I can see are non-blocking row level locks. 
What should I be looking for to determine the cause?
