Is a PLUGIN directory missing from the installation of OEM12c prior to installing patch 13031985

I have installed the OEM12c software on an AIX server. I understand that I need to install patch 13031985 so that the Database as a Service will work.  According to the patch's README file

Set the environment variable PLUGIN_HOME to <%MIDDLEWARE_HOME%>/plugins/oracle.sysman.ssa.oms.plugin_12.1.0.1.0

That directory does not exist!  There are other directories under the plugins direcory but the sysman.ssa directory is not there.  This is a typo perhaps?

I would appreciate any help.
