OTA_EVENT_API Error

I am calling OTA_EVENT_API.CREATE_CLASS from a PL/SQL procedure and receiving the following error:

API Error: -20001 - ORA-20001: OTA_443982_TIMEZONE_ERROR: N, OBJECT_TYPE, Class

I've tried searching the Knowledge Base, etc., with no luck.  The p_timezone parameter should default to null.  Does anyone have any idea what the problem is?  If this isn't the correct place for this question, please point me in the right direction.
