Core Concurrent Processing - EBS (MOSC)

View All Concurrent Requests EBS Release 12.1.3

In Oracle EBS Rel 12.1.3, After setting up a new Role and Grants to View All Concurrent Request, using the System Administrator responsibility I can view other users requests logs and Output using the function "View All Concurrent Requests".However when using the function "View All Concurrent Requests (System Administrator Mode)"  the "View Output" is Greyed out for other users request.

Why am I unable to View other users output using  the function "View All Concurrent Requests (System Administrator Mode)"?
