Delegation rule clarification

 Hi,
Wanted to know, if I have Server / Application in EST ( eastern standard time ), and  if I set a Delegation rule in in my System from Workflow Administrator for a User, will Delegation Rule start-time will be set from the Server timezone or as per the TimeZone set in my Individual preferences, say IST ( Indian Standard Time).
Also wanted to know, if a User A, does request for more Information and sends back the Requisition to Requestor B, NOW before B provides the Information and submits back to A, there is a Delegation Rule of A to C, so will the Response to Information provided by B, will come to A or the Delegated person C.
