Unable to Upgrade OracleAS 10g Forms and Reports to 10.1.2.3

I'm applying patch 5983622 to my 10.1.2 home under 12.1.1, when I execute runInstaller it says that there is nothing to upgrade/patch, this is despite the $OH/oui/bin/runInstaller shows that I am on 10.1.2.0.2 .

I'm pretty sure I've managed to apply this upgrade before but can't think what has changed from my original attempt at upgrade.
