How to pass cookie to web service from siebel

We are developing the worflow to hit an outbound web service. We received the wsdl from the external application and tested tested the same through soap Ui. In soap UI we passed cookie value and it worked . Now in siebel we have developed a workflow and we try to pass the request to the web service .Can you please how we can pass the cookie value to the webservice through siebel workflow.
