Oracle XE web server does not work after starting my VPN connection

I have just instaled Oracle XE 11R2, all seems right, I can run APEX in a web browser like I should. I start a VPN client and the web no longer works. I can connect to the server with SQL Developer. I tried deinstalling and doingthe install with the VPN running, no luck. I get a connection refused message in Explorer.

I am running Windows 7 on a dell laptop,  I looked at the firewall settins but did not see anything there.  Any help would be great.
