Is there an API for Settlements?

Is there an API for Settlements?  I've seen the ozf_claims_pub package that has some settlement functionality but not what I need.  I am also looking into the AR API since it may be useful in certain use cases.  However, I don't believe either the ozf_claims_pub or AR API packages can be used to settle an overpayment against a deduction.  For example, I find an overpayment for $100 and a deduction for $100.  Both are for the same customer.  What API can I use to perform the settlement.  I have not found a specific public OTM or "Settlements" API anywhere.
