Oracle patch sets and major release upgrades do not apply. For example, upgrades from 11.2.0.2 to 11.2.0.3 or 11.2 to 12.1 do not qualify for standby-first patch apply.
How is it that 11.2.0.2 and 11.2.0.3 are "major release" upgrade? That doesn't seem right. I thought the first digit was a major release and the third was "component release."
