RMA order in booked status

Hi,
user copied a SO with line type to receipt(approval)
now..it doesn't show anything in the returns window..no records met
the same user is setups as OM Notification user..ABC..i.e same as hid user login name..he didn't receive any notification

How to trouble shoot this?
no customization in workflow..standard oracle seeded return line type
R12.1.1
Last activity in workflow shows Notified..wait for approval
