Oracle11i - Unable to approve PO

Hi All

User is unable to approve a PO in Oracle 11i. The user has the job defined as 'Admin' and in po_agents table, the role is 'Buyer'.

Upon clicking the 'Approve' button, she is not able to submit for Approval as the 'Ok' option is not enabled. Currently the PO status shows 'Incomplete'. In action History, it shows

0 -Submit - User Name
1 - No action Taken -User Name

Can somebody help me with this.
