Three Operating Units and one set of books

Hi Experts ,
My client is in 11.5.10  and he is having three operating units . Now i am here to implement project costing module . So Do I have to setup three responsibilities for these thre Operating units ? or I can create only one responsibility and can do transactions for all three operating units ..please confirm ..
