Has anybody successfully setup Linux Patching in OEM Cloud Control 12c BP1?

I have been trying to set up Linux Patching for over a week now.  I have tried to follow the documentation, however, it is incorrect.  The 12c Lifecycle Management Administrators Guide references PARDeploy which was deprecated in Grid Control 11g.  Everything looks fine until It does the validation and I get the following error message:
ERROR: Error occurs while reading the content of File "/yum/EnterpriseLinux/EL5/oracle/x86_64/repodata/primary.xml.gz".

The file is good on the RPM Repository server and has already been gunzipped after this error message has occurred.  It doesn't matter how many channels I configure, each one gets the same error.
