Report Filter for Non-US Contacts

I created a report that is displayed on the Account Detail page that shows all contacts at various company locations. When the user clicks on the location of the contact, a new report is populated to show all contacts at that specific location. However, this filter doesn't seem to work for Non-US contacts. When you click the location of someone who lives in Paris, for example, there are no results found because of the filter. I have the filter set to: Contact."Primary Address" ||  ', ' || Contact.City || ', ' || Contact.State
Does anyone have a suggestion on how to get all contacts regardless of country?
