BIIVCPN Run to the Window Issue

We are having issues when Finalizing and Printing an invoice directly to the window (or email).  The invoice finalizes, however the extract (BI_IVCEXT) doesn't pull the data so the invoice doesn't generate.  When using the email or window function it seems to be hit or miss.  We do not have any issues when directly to the Web.  has anyone else come across this issue?

We are using PeopleSoft 8.9 and PT8.49.21.
