Can Message Center subscriptions be customized to send emails if specific fields or notes are added

We would like users to be able to subscribe to Service Tickets (Support Requests) or Accounts so that if a change occurs (ie a note is added to a Support Request) that the person who has 'subscribed' to that Support Request a workflow would send an email notification detailing the note added.

Can the Message Center functionality be customized to send emails? What additional fields can the Message Center listen to?

In other words: What is the best way for a user to 'subscribe' to Accounts, or Account's Support Requests?
