R12.1 upgrade question

We are in process to laid down upgrade filesystem for R12 and some info below.

Creating the Upgrade File System (ch 3-11) page # 89
I have few questions about charset - how to determine or what value should I need to put it.
So many installation doc,I saw UTF8 & UTF-8 for items 1 and 2 respectively below,

1) Database character set and APPL_TOP character set - Should I put db char set ?
  For example my db have WE8ISO8859P1 so I need to use this for this question.So many installation doc,I saw
