pricing attributes button in MODIFIER screen

Does anyone know how to enable PRICING ATTRIBUTES button in the modifier screen ? We created a new operating unit and I am not sure if we missed a profile option or something that is causing this. please advise. The button is enabled when I query existing modifiers from previously created operating units. any ideas ?
