need set user passwd only 2 characters

 Dear All,

I need to set passwd length only two characters not more than that. When i put it in /etc/default/passwd PASSLENGTH=2 and tried to change the passwd its showing 

root@psatest # passwd ps

New Password:

passwd: Password too short - must be at least 3 characters.

Please try again

I want to set passwd only ps.  Please advise
