Configuring IIS for CGI in Win7

hi,

I configured IIS for CGI script for Cognos 8.4.1 but I'm not seeing the web.config file created in the physical directory path location specified for the virtual cgi-bin directory, here are the steps details http://www-01.ibm.com/support/docview.wss?uid=swg21343353

Woudl anyone have any idea why the web.config file was not created or how to create this file to resolve this?
