rma creating with the referenced line quantity

Hi,
My requirement is to create a RMA for an existing order(need to add an RMA line for an existing order)
i had created a snippet using oe_order_pub.process_order the RMA line is creating for the existing order with referenced line quantity but my requirement is it has create a RMA line for the user defined quantity

Can any body please suggest me how to fix this bug.
