Prevent buyers from cancelling approved POs

Hello Experts,

Would just like to ask if it is possible to prevent buyers from cancelling approved POs and just let the menu be enabled on users with Purchasing Head / Super User Responsibilities. Would appreciate if you could give some tips on how to do this.
