APPS User keeps locking out alter command!

Accidently we used Alter User command to change apps password. So Apps account is getting locked. We are not able to find the table FND_USERS and FND_ORACLE_USERID in the in instance.
We tried to follow the metalink - APPS User Locks After Manually Altering Password [ID 566127.1] but still it is not working. Please help ASAP
