Siebel EMR - HTML Wrapper - Issue with attachments and CC-list

Hi,
My customer is implementing Siebel EMR, and adopted the HTML Wrapper approach as documented:

http://docs.oracle.com/cd/E14004_01/books/PDF/eMail.pdf, page 140.

However, due to using Create Request instead of SendEmail – Siebel will not send the attachment attached to the Outbound email, nor will it be sending the Outbound email to the CC-list.

There are quite some SRs on the topic (Outbound Communications Manager BS with Create Request method not being able to send attachments).

I would like to know what the best alternatives are to send HTML-style emails by using a single wrapper template for the needed style. We obviously need to send attachments, and the CC list would be ideally needed as well.
