How to control Panels Per Page accordingly in oracle reports

Hi!

I'm David, oracle forms and report developer.

I'm using Report 10g service.

But I have a question, I hope to make report which has three format.

For example.

Page 1, 2, 3 , they should be fixed size (horizon, vertical).

But page 1 is always shown, but page 2, 3 is case by case.

I tried to set logical page 3, but in case page 2, 3 is absent, there are blank pages.

Is there any way to control "panels per pages" according to some condition?

It's urgent, please guide me.
