Oracle - best practice to import a csv file to Peoplesoft

What is the best way to import a csv file to Peoplesoft?

I don't know if file layout method (App. Designer) will work for my scenario because I have 1 big csv file with different record type but it doesn't have a key to join the records, in order words, I can't get the relationship between parent and child segment.

I have looked into the following:

PL/SQL, External data and SQL loader but I am not sure if the file has to reside on the DB server.

Also, this will be a batch process.
