Vision Instances - internal manager is down

Hi ,I am accessing these Vision Instances  
   [edited ... please don't post internal URLs - thanks!].
The concurrent processes are in pending status.
The reason appears to be internal manager is down.
Since I don't have a back-end access.
How to contact the owner of the instance who can access it and restart the internal manager.
