11g Release 1 Grid Control -- metric error, Unable to run the process

11g grid console reports similar metric errors for 11.2.0.1.0,10.2.0.4.0 and 9.2.0.7.0 databases. The target status for these databases is "Metric Collection Error".

I couldn't find any useful metalink documents for this issue other than disabling the metric. None of the databases above have Streams feature enabled.
