BI report with excel output is in text after upgrade from 12.0.4 to 12.1.3

We have a custom BI report with excel output.  The BI report is inside a Request Set.  It worked fine in 12.0.4 and the output is about 50MB.  After upgraded to 12.1.3, the BI report output is just text instead of excel when submitted from the existing request set.  Created a new request set with exactly same number of reports inside.  And now the BI report is working fine.  Any idea why this happens and how to fix it?
