trying to include decendents in bursting list for PDF bursted file

We are using 11.1.1.3
We have a report that works great for bursting except we can only get it to generate one PDF for each entry in the burst list.  What we want is for the PDF to include multiple pages and all descendants using the POV entry in the burst list definition.  How can we do this.

Example, we have the following outline

org
  Finance
    Dept1
      CC001
      CC002
    Dept2
      CC003
      CC004


We want to be able to have a distribution list defined for Finance and the output PDF contain the report for each and every member under Finance


Can this happen?  If so what am I missing?
