Logon Trigger or VPD or ??

We are a JDEdwards E1 shop.
We have 2 users - E1 and ES1 that connect to DB from ODA and JDE Webservers.

Users have individual JDE accounts, but some also run Access queries, etc. using the ODA connection on the Citrix Servers.

We have an issue where in JDE the data is setup so that users can only see needed data.  However, if someone connects with the generic users straight to DB from the ODA with Access they can see the other data.

We are considering the best option to addess this and have began looking at VPD (Virtual Private Database).  Apparently, this is not the first time this issue has come up.  It was an issue for the previous DBA and I'm guessing the one prior to that.
