Email Notifications fails for Requisition approvals if mail style set to HTML / HTML with attachmen

We are seeing this issue in our instance where the email notifications always show a status of FAILED for Requisition approvals if the mail style preference of the reciever is other than plain text OR plain text with attachments(eg HTML or HTML with attachments).The user does not get email but there is the Oracle notification.

We have no issue with PO approval notifications.

Has anyone seen this issue?
