Failure to Connect Errors every 5 minutes in OMS

Our OEM 12c logs are filling with an warning that repeats every 5 minutes (see below for one example). Note that I've replaced our actual URL with "MyOmsBox"

Over three weeks ago I entered an SR "3-5847147611 : Failure to Connect Errors every 5 minutes in OMS", but have received no explanation of what the warning means or why it occurs. The only suggestion was to change "Stuck Thread Max Time" to 1000, which did not eliminate the warning.

I am a database guy, and know little about Weblogic or Java. Any ideas about what these warnings mean and how to fix the underlying problem?
