Asset additions report does not always tie to CIP summary report

I've run YTD "CIP Summary Report", CIP Detail Report", and the Asset Additions Report.  The Additions number provided in the CIP Summary Report and CIP detail report match each other but do not match the number in the Asset Additions report.  The issue is related to CIP assets that are added in one period, adjusted in another period, and Capitalized in another but in the same fiscal year as it was added.  The additions report will take and add both the additions and adjustments number into one but not do the same for CIP assets that were not capitalized.  Is this
