Mapping Public User ID, w/Allow Public Access enable, to PeopleSoft user signing in.

In an attempt to “Implement Kerberos as the Desktop Single Signon” I have followed the instructions which require me to set up an ID in the Web Profile which allows public access.  When I test the Desktop SSO process by providing a link to an internal PeopleSoft Page the process brings me to the page as the User ID that is set up for Public Access and does not redirect the login to the User who is logging on.

Any thoughts as to why the process is not performing the redirect?
