Development Env Upgrade step and Production Test Env upgrade steps notes contradiction

Hi,

We are planning for 8.0.x to 8.1.1.7 upgrade in SIA.

In the Siebel upgrade guide ver. 8.1 Rev B the following is mentioned in chapter 4 , page 34 for pre-upgrade tasks for DB for development environment upgrade

10 Stop Siebel Servers, but make sure the Siebel Gateway Name Server is running.

NOTE: The Database Configuration Wizard will not proceed unless the Gateway Name Server isrunning.

And on page 42  in chapter 4 for the step prepare the siebel DB for upgrade for production test environment the following is mentioned:

20 Stop the Siebel Servers and the Siebel Gateway Name Server.

The  previous note on page 34 mentions that the DB configuration wizard cannot proceed if the gateway name server is not running in the dev env notes but for production test env it specifically asks to stop the name server along with siebel servers!
